2.28.1 WCAG 1.3.2 (A), 2.4.3 (A) - Desktop

Within the Other Actions menu, interacting with the menu causes its menu items to appear above the menu. This is an unexpected experience since users would be accustomed to items appearing below or adjacent to the menu.

2.28.2 Recommendation

The menu items should appear below the Other Actions menu and ensure that the focus order follows the logical reading order of the page - for content in English, this is left to right, top to bottom.

If necessary, move elements in the DOM so that the focus order follows a logical pattern, rather than manipulating focus with tabindex.
